Yes, you can apply for GATE 2018. As per GATE 2018 eligibility criteria, a candidate who is currently in the final year or already completed is eligible for GATE exam. So if you clear your 4-year engineering degree within 4 years i.e., in 2018. You are eligible for GATE 2018 exam. There would be no effect of backlog(s) at any stage of your GATE exam.
The eligibility criteria for CAT 2017 are mentioned below:
The minimum qualification required is bachelor's degree with 50% marks (45% for SC/ST/PWD). If the obtained marks are in the form of CGPA then it would be converted to percentage marks based on the procedure certified by the university/ institution from where the candidate has passed his/her bachelor degree.
The candidates appearing in the final year of the bachelor's degree and whose results are awaiting are also eligible to apply for CAT.
If you satisfy this, you can appear for the CAT exam.

Follow these steps:
Study Subjects deeply during your semester exams as later you wont need to work hard.
Clear your basics.
Start your preparation with DMS as it is very very important subject.
Study simultaneously two subjects else you will get bored.(Depends on you)
Every day 23 hours regular study is enough for GATE preparation.
As soon as you complete the topic, solve the Previous year GATE question papers or exercise problems given at end of chapter in book.
Repeat the procedure same for all subjects.
Revision is very important,
Follow cycle Learn- Test- Analyze- improve- Learn- Test- Analyze- Improve
Solve 1 Aptitude problems daily.
Prepare Time table.
Fix small targets like I will complete this and this topic in this week, concept building lean more and more concepts and learn them by heart.
Every day make list of topics you will cover by night strive to achieve the target and if you fail have a new start morning.
Take short breaks of about 1015 minutes after 2 & 3 hours of study.
Test series is must for joining Speed+accuracy.
Most of the questions patters are repeating.
Collect questions and answers subjects wise.
Do this for all subjects and you will see repeating the pattern.
Solve papers (each and every question) this would cover 50% of marks in GATE.
Most problems unsolvable at first site each problem is taken from some reference books.
Collect formulas in blank paper.

Maths
LD+ CO+ OS

The Graduate Aptitude Test in Engineering (GATE) is an examination that primarily tests the comprehensive understanding of various undergraduate subjects in engineering and science. GATE is conducted jointly by the Indian Institute of Science and seven Indian Institutes of Technology (Bombay, Delhi, Guwahati, Kanpur, Kharagpur, Madras and Roorkee) on behalf of the National Coordination Board GATE, Department of Higher Education, Ministry of Human Resources Development (MHRD),Government of India.
The score is used for admissions to various post-graduate education programs (e.g. Master of Engineering, Master of Technology, Doctor of Philosophy) in Indian higher education institutes, with financial assistance provided by MHRD and other government agencies.
it is one of the most competitive exams in India .
ELIGIBILITY :
those have have completed Bachelor's degree are eligible . if completed b.sc then you need to complete m.sc to appear for GATE . if completed b.e , b.tech, b.arch then you are directly eligible.
There is no age limit and attempts for GATE.

One can enroll and appear for the exam as many times as they want.
This is one more fact which gives a sense of relief to all of us that there is no restriction on the number of GATE attempts on the basis of caste. An aspirant belonging to any category, be it SC, ST, OBC or General can enroll and appear as many times as they desire. There are even many lecturers/professors who appear in GATE exam to keep their knowledge/skills updated.
few points need to be taken into account by GATE aspirants:
1)Aspirants, applying for concerned exam may apply at any age as there is no age bar for appearing in the GATE
2)Till GATE 2014 percentage score validity was 2 years and from GATE 2017 onwards it is 3 yrs.
3)Candidates are eligible only after completion of their Bachelor Degree. Diploma holders are not eligible for the examination. B.Sc. BCA and BCS (a three years degree) students are also not eligible for GATE Exam.
4)In order to get admissions in post-graduation, candidates need to get marks above the GATE cut off.
