Dear Priyanka,
It depends upto admission criteria of university, most of the German university requires entrance exam score+ English test score.but few might give exemption for english test score subject to other conditions.so it is advisable that you should contact to admission counselor of particular university.

There is actually no pass/fail in these standardized international tests. Whatever marks you score you can or cannot get admission. You must note that there are certain universities in the USA like all in Australia/Ireland/UK/Canada/NZ which do not require GRE/GMAT.
