There are no such offers by government but there are scholarships for exceptionally well students in universities abroad which are funded by Indians but you will need GRE/GMAT and TOEFL/IELTS.

Yes you can, there are online coaching available so look for classes from Byju's, Mbaguru etc.

I don't think GRE is even required. If you do opt to take the GRE a score of above 300 will be good enough. Please check the admission requirements page here

Dear Senin,you can send your GRE scores to four universities free of cost, this is called free score reporting. When you send a score, does not mean you have applied. You must still fill up the application form and pay an application fee to the universities you have reported your GRE scores to. You can apply to any number of universities you want.

Dear Abhijeet, it's all about how you plan your schedule and sticking to it. Visit the www.ets.org/gre for the format and syllabus. Start by taking a mock test and you will know where exactly you stand and areas you need to revise and work on. Practice is the key, keep taking the diagnostic tests regularly, take help of a coaching center if required.
