I'll prefer for the government college as the placements of mostly all the colleges is good as compared to private colleges plus there is case of donation so you will always get an environment of students who mainly comes for the study not for the simple taking a degree.

Hello Meet, Depends on your GUJCET Merit Number, last few year's cutoff is around 400 Rank, if your rank is around 400, you can surely get admission in DAIICT

You can join IIT Surat. Scope wise, you would get the opportunity to sit in placement with SVNIT guys because it will not be established till then and the best part is that you can join this institute at low ranks!
You can join it through counseling but all depend on you.

Both states are well developed in compare to other states of India. You can apply anywhere for doing engineering. In both places, you have chances of getting good placement but keep in mind one thing that placement depends on college and on your skills. So place doesn't matter. Choose it according to your preference. But in these 2, I will say to prefer Gujarat.
