See, both are BA degrees. The only difference is their focused areas. Political Science is focused on Indian Politics, international relations, and public policy. Whereas, Social Science is about social behaviors, societal structures, and human interactions.

Well, more than skills, first you need to fulfill the eligibility conditions. Based on the requirements fulfillment, you'll get admission to a BA course.
Talking about skills, you don't really need them beforehand. The course will give you the required knowledge in your field. But some abilities, like

ICFAI Business School (IBS) conducts IBSAT exam in English language only. IBSAT exam is not conducted in regional languages. Candidates have to appear for the online test in English language only.

Yes, IIT Hyderabad does accept UGC NET scores to decide admissions to the PhD courses. Several IIT Hyderabad departments also accept the GATE scores as well to decide the PhD admissions of candidates.
In addition to the aforementioned entrance exams, candidates are also required to fulfill the specific eligibility criteria for PhD courses.
