Scholarships are given by the colleges and universities abroad to students at the time of admission and on merit basis. The stronger your profile is, the better your chances are. Generally, no exams are required since all applicants are by default considered for scholarships, but some colleges require some essays or require students to indicate scholarship requirement on the application form. You have to check the admission procedure on the college websites carefully before you apply. Everything is mentioned on the websites and you can also email them for any doubts.

You have simply mentioned your IELTS score which alone is not useful enough to determine whether you are eligible for not. Your education background, percentile and desired programme of study must also be checked.

IELTS is an English proficiency test, not scholarship test. It just show your fluency in English language. If you want a scholarship, then first of all you have to apply to a university. After getting an offer, you can apply for a scholarship.

Ideal option has to be PCM with CS in 11th and 12th. You must be academically strong and good in maths. There are many options you can choose from in Canada like B.Sc. Computer Science, B.Sc. Software Engineering, B.Sc. IT etc. Which particular course you choose will depend on your exact interest. You have to check college websites and read the programme syllabus and see which course interests you more.
