For IELTS, you can take official guide from Cambridge. For TOEFL, you can take official guide from ETS.

There are some training institute in Mumbai, Chennai, Kolkata of British council for IELTS. They also offer online course for it.

Both exams can be considered equally easy or difficult, but what can be considered while choosing between IELTS or TOEFL is if you are planning on doing your Masters in UK or around Europe IELTS is a better option as it is more preferred exam in Europe as in the case of TOEFL. It is more popularly recognised in US, Canada, etc. Thank you. Good luck.

IELTS has no eligibility criteria as such. Different universities have IELTS score requirements, which you must meet for admission.
