Both exams can be considered equally easy or difficult, but what can be considered while choosing between IELTS or TOEFL is if you are planning on doing your Masters in UK or around Europe IELTS is a better option as it is more preferred exam in Europe as in the case of TOEFL. It is more popularly recognised in US, Canada, etc. Thank you. Good luck.

IELTS has no eligibility criteria as such. Different universities have IELTS score requirements, which you must meet for admission.

Most likely you don't have to. But contact some universities in US. You have posted a number of queries related to this and you have been advised this same option of speaking with universities directly.
