IELTS is not the sole qualifier for MBA programs, you must take GMAT and most importantly have had work experience of atleast two years.

You need at least 6.5 in IELTS for Canada.

If you want to pursue MBA or Masters in management, you need to qualify GMAT exam.

Please mention if you are looking at undergraduate or postgraduate courses?

It is possible in a private college, and through non-SPP application.

You must write to the university regarding IELTS or any other requirement, they may ask for a GRE too. Tuition fee for international students may range from $8000 to $15000 a year. You must check the tuition rates on university websites, if it includes health coverage and additional student fee. As for Ph.D admissions, you can get in touch with the department specific advisors, enquire about stipends, assistantship, scholarships, international student awards, etc.

If you are looking for post study job option, then Australia would be a better option as work permit option in UK is very tough now. IELTS is required for international students. You can check the university websites for admission requirements.
