Not necessarily mandatory, but likely required. The DAAD requires proof of language proficiency, which can often be demonstrated with an IELTS score. International students coming from diverse countries must submit their IELTS score especially if their first language is not English. For B.E. / B.Tech, these are the English proficiency requirements B.E.0 5.5 & Above,  TOEFL: 60 - 72,  PTE: 56 - 59,  Duolingo: 90 - 100.
