If you are aiming for UPSC then I would suggest you to opt for DTU as ECE/EE branch in DTU is an evergreen branch with an overwhelming response from its students in innovation/placement. Also, you will get sufficient time to prepare for UPSC.

Admission in IIIT-Allahabad is through JOSAA counseling based on the rank obtained in JEE Mains.
Admission for a foreign candidate is done through DASA scheme (Direct admission of students abroad) based on SAT Score.

IIIT Hyderabad is one of the top engineering colleges of India, so you need to score very well in JEE Mains to get admission there,so any score more than 240 marks in JEE Mains is considered safe for getting admission there.

I would say IIIT, Allahabad, since it has a better reputation in terms of placement and infrastructure. Both are really good choices and there is no doubt about that though.

CSE at NSIT is the best option. It is located in the capital hence more exposure for you.

IIIT as in its name is purely for technical branches. So it is better for IT.
CSE is the core branch of IT.

In my opinion, NIT-Kurukshetra is better than IIIT-Allahabad in placements.

It ultimately depends on what course you're interested in. As I student of NIT-Trichy, I can tell you that there are good placement and higher studies opportunities for chemical engineering in NIT-Trichy. Also, IIIT-Allahabad is a reputed college too. I suggest you to not end up choosing the course you're not interested in. All the best.
