Yesterday only JoSAA have announced the list of vacancies in each of the IIT. There are some vacancies in Kharagpur also. If your requirement matches with the vacancies then definitely your friend can get instrumentation engineering in IIT Kharagpur. Best wishes to you.

The priority order of asked courses is given below.
1. B.Tech+M.Tech Dual degree IIT BHU
2. Integrated M.Sc. Mathematics and computing IIT Kharagpur.

Always 4 years is preferred in comparison to 5 years if you are getting in the same branch. If you have interest in studying higher studies after B.Tech then you can proceed with dual degree.

I suggest you to go with Kharagpur ECE because than in electrical, ECE has more future job opportunities and also there will be more scope in going for higher studies abroad.
