JEE Advanced is an examination for admission into the undergraduate programmes in IITs, IISCs, IIEST, etc. To get admission for B.Tch in IITs, your rank should be atleast below 5000 (for general category).
With Mains, you can get admission into NITs, IIITs and GFTIs.

The fee structure per semester without hostel fees and mess fees will be around 60000-70000 INR. The fee per annum will be around 1,50,000/- only.
It also varies with every IIT.

For a general category student, it is impossible to get admission into any IIT as it is too low. Your rank will be above 20000 or 30000 so you cannot get any IIT.

IITs: Among all IITs, only IIT Roorkee offers MCA programme, but from the academic year 2014-15 the institute had decided to discontinue this course.
The test was IIT-JAM. But this doesn't exist now.
NITs: The admission to the MCA programme into NITs is based on the rank obtained in NIMCET exam only, and it is offered in following NITs only.
Agartala, Allahabad, Bhopal, Calicut, Durgapur, Jamshedpur, Kurukshetra, Raipur, Surathkal, Tiruchirappalli and Warangal.

To get admission into IITs for B.Arch, you need to write JEE Mains Paper 1 & 2. Then you need to clear JEE Advanced and after that, you should clear AAT (Architecture Aptitude Test) to get into IITs for B.Arch.
You can get NITs only with JEE Mains paper-2.

To get a good rank like below 5000 (for a general category student), you need to know the concepts really well. You need to have the formulae of PCM on fingertips and you need to solve as many problems to gain speed and accuracy while calculating.
Do mock tests then and previous year's papers. It is better to join a good IIT coaching centre as they may guide you more efficiently.

No, it is not possible to get IITs with an all India rank (AIR) of 28317. So, you need to try for colleges that accept JEE Advanced scores like IISC, IIEST, etc.

You can surely get any of the IITs if this is your AIR (All India Rank). For a general category student, if this is an AIR then he may get any of the top IITs like Madras, Bombay, Delhi, Kanpur, etc.

Both these branches, mechanical engineering and electrical engineering are based on the concepts of physics only. Mechanical deals with kinetics, thermodynamics, etc. while electrical deals with AC current and its applications.
So, you really need to know the basics very well and have good solving skills with conceptual clarity.

To get admission into IITs, you need to qualify JEE Mains and Advanced with a good rank. The number of seats are unpredictable as they may vary every year.
You need to apply for JEE counselling from www.josaa.nic.in.
