Hello Sukhminder, glad to see that you are looking for good colleges out there at M.Sc. Level. But let me tell you the story behind Nirf Rankings and all. Nirf ranking are done by considering many criteria of a university like its campus size, its placement, its research ability, it's crowd any many more. But if you are looking for a college which is good at studies and overall then you can consider any mid rank college. They are best. But Nirf is best in it terms. So by NIRF or best universities are University of Delhi, Banaras Hindu University, Hyderabad University, Kolkata University and many more.

Yes, you can get admission to medical colleges in Telangana with a 446 NEET score. However, you have better chances of getting admission if you have the Telangana State Quota with your rank. You may get admission to the following college:
You can get a government seat at:
1. Ayaan Institute of Medical Sciences for the MBBS course
You can get a seat in the following dental colleges for a BDS course:

You can choose the General category while applying. According to the International General Certificate of Secondary Education (IGCSE) board's admission criteria, there is no need for a child's Aadhar or any other ID. You can provide a school completion Certificate as well as a birth Certificate. Most schools like Dhirubhai Ambani International School require a birth Certificate in addition to a Certificate or marksheet as evidence of completion of the previous grade as supporting documents. Since you are from Telangana state, you will be treated as a General category candidate in NEET PG counseling in Karnataka state, irrespective of your OBC category. According to the latest eligibility norms, you need to have Karnataka as your domicile state to be qualified for the home state quota where category-based relaxations are provided. You may apply under the HKR quota if you belong to certain districts of the Hyderabad-Karnataka region, where an 8% quota is provided if you have a HKR Certificate. Otherwise, you must apply as an outside candidate for Karnataka NEET PG counseling in the open category.

According to me obviously yes because degree is a degree, may it be a correspondence or a regular. It depends on the schools what percentage or grade is required for the exams and for sure it is all upto to you how much you score in your entrance exams. Yes, you can get an MBBS seat in select colleges with 430 marks in NEET 2022 under the state quota. According to the Karnataka State Cutoff for 2021, if you are a general category applicant, you can apply to the following medical colleges:
1. Dr. B. R. Ambedkar Medical College in Bangalore: MBBS open category score-wise cutoff was under 440 marks in NEET
2. Kempegowda Institute of Medical Sciences: The MBBS cutoff was around 430 to 450 marks in NEET.
3. A. J. Institute of Medical Sciences in Bangalore: MBBS open category score-wise, the cutoff was around 420 marks in NEET.
