CSE is difficult to get in asked NITs. However, your chances of getting ECE in VNIT-Nagpur & NIT-D are high and also your chances of getting Electrical in MNIT Jaipur are high.

Sorry dear with this rank I don't think you will get any B.TECH college with CSE unless until you belong to the ST and SC's class. Try to improve your percentile and rank in next JEE Mains exam to clear top IIT's and NIT's college of India. There are some college that take admission with 12 marks score you can SEE that option too. Coming back to your college fee structure under 10 Lacs I think Jadavpur University and many more government funded college came under the 10lakhs fee structure work hard to get in it.

As of now all the central universities Admission is going on the basis of CUCET score and good private university also take Entrance exam before Admission so
First take the Entrance test and score eligible marks for Admission, so you can get admission college. Just you must have 51% approximately in 12th to get admission.

Dear Candidate, Jawaharlal Nehru Technological University (JNTUK) Kakinada provides a full-time B.Tech degree in a variety of specializations. It accepts admission based on the results of a state-level exam, which is followed by counseling. On the basis of previous years' trends in 2019 and 2020, the expected cut off for civil engineering was around 4,000 for admission for different categories in civil engineering. Hence, you may get admission to civil engineering in JNTUK.
