Yes, you can apply for engineering abroad after doing diploma in mechanical engineering from India and also you can get lateral entry in the second year of B.Tech.

Instead of running around for better average package, it is advisable that you seek admission in some good colleges in your periphery. Just walk-in and find out about the various colleges. Focus on your studies once admission is done. If your scorecard is good and once you develop good negotiation skills then getting a good package will be much easier for you. B.Tech through distance education is not possible as it has been banned by AICTE. Colleges which ever are providing are fake, you will waste your time and money. There is another way you can get equivalent B.Tech or BE degree from IIE. The name of course is AMIE, it is equivalent to BE and it is accepted by all government as well as private sector. After completing AMIE, you can do MBA, M.Tech and give any government examinations in which B.Tech/BE is required. I hope, it will help you. Good Luck!
