IIT's at Mumbai, Kharagpur & Kanpur take pride places followed by other colleges. You will have to clear JEE Advanced by a good score to get there. I am attaching a link for a list of other colleges.

ONGC and Reliance industries are two entities employing chemical engineers in large numbers. Hazira near Surat has big chemical engineering complexes. I feel you should get around 4-6 lakhs per annum.
