Yes, you can apply for bar council of India registration if you had regular LLB programme from a recognized university or college.
You need to check the website of Bar council of India or state wise bar council for information.

India is a very good place to do B.Com (Hons.) You may try to get admission in colleges such as SRCC, St Stephen's-Delhi University etc. Campus placement records of these colleges for B.Com (Hons.) graduates is excellent. You are advised to evaluate doing PG abroad if you can afford it.
