Obviously it's government colleges. First try for govt college if you fails then look for private colleges in Rajasthan.
There are several colleges in my knowledge where you can get your admission.

Hi
Most of the universities abroad have english as their medium of instruction so its mandatory to take TOEFL/ IELTS. Also, even some university might give admission on the basis of certificate from school but you can face issues during visa.

Hi
Since haryana board is a recognised one so there won't be any issue. For applying to Germany, you need to have good percentage 90% above + IELTS band 6 or above. While education is free but you need 8000euros to be shown in your account before admission. For rest of the info, read here:

Hi
The mba in india may not be as good as done from abroad if you are not doing it from the best ones. pgdm from IIMS are at par with abroad as they have the freedom to upgrade their syllabus as per the latest demands of the industry.
Secondly, you hv to see the cost factor as well. If you can afford the mba from usa/uk which might cost you 30k $ to 50k$ per year. whereas in india it ranges in 10 lakh to 25 lakh.
Decide wisely.
