During the final year of BSc in Zoology. After that, I received an invitation to apply for M.Tech in IIT-Delhi. But, unfortunately, to pursue M.Tech degree, one should have B.Tech or MSc degree in relevant subjects. Thus, even after qualifying GATE during my bachelor's, I couldn't join or at least apply for M.Tech in any of the IITs.

No, although a caste validity certificate might not be specifically needed, IISc normally demands a valid SC certificate for admission. State and category-specific criteria, however, differ. To prevent problems during the admissions process, it is best to check with the admissions office at IISc.

Yes, you can apply for a PhD in Neuroscience at IISc after completing an M.Sc in Zoology and clearing NET JRF in Zoology. While a Zoology M.Sc. can qualify you to apply, always carefully review the eligibility criteria for the specific neuroscience PhD programme you are interested in at IISc, as they may have additional requirements or preferred areas of focus. As you have a strong base in biology, sciences will help you to perform the best in neuroscience research.
