I believe yes. The student is eligible but for safety sake the person can directly call IPM office (email takes time, call is quick and easy).

The IPMAT timelines would be fixed so it may clash depends on the timeline.
But as far as rules are concerned provisional certificate for 12th would be fine and make the person eligible to give the exam.

The eligibility criteria for IPMAT 2019 is as follows: The candidate should have scored a minimum of 60% in class 10th/SSC and class 12th/ HSC or equivalent examination in case of General and NC-OBC category. Also, the candidate should be of maximum 20 years on July 31, 2019.
An entrance examination follows, to test the applicant's aptitude, logical reasoning and proficiency in English and Mathematics. Shortlisted candidates appear for personal interviews. Integrated programme in Management Aptitude Test IPMAT is conducted by the Indian Institute of Management Indore. The national level test is a gateway for admission to the 5 year Integrated programme in Management offered at IIM Indore. IPMAT 2019 schedule has not been released yet. In 2018, the examination was conducted in computer-based mode on May 11, 2018. Candidates who clear the examination will further be called in for the personal interview rounds. Hello Sir,
IPMAT registrations are about to start from first or second week of March next year. This year it was March 12. You can start getting updates from various sites and also the official website of IIM Indore around that time. Registrations are likely to close in the second week of April, this year April 18.
