PG Diploma is good if you are looking for a professional fast track career and not interested in teaching or research. If you are interested in research and teaching then choose Master's degree in any country of your choice. What you study will depend on your career plans and interest.

Ireland has a good market for IT professionals and as a data analyst you have a good scope. You will get opportunities but getting a job will completely depend on how you fare in your academics, your project works, internships, etc. You have to network well.

Either IELTS or TOEFL is compulsory if you are planning to study abroad, particularly the countries you mentioned. You may still write to the universities and see if they can waive it off based on your scores. Otherwise check for English language pathway programs , please check with the universities about such courses.
