They don't offer free education, particularly to the international students. GMAT or GRE may be waived off depending on the university but you have to take IELTS. Kindly check this link for entry requirements:

There are so many courses to choose from. Either, you pursue MS in IT or choose a specialized course like animation, virtual design, internet engineering, graphics, etc.

A year course after B.Com in fashion designing will help only if you have been working in some related field for all these years. You can surely go for a Diploma or Master's which is generally for 15 months in different aspects of fashion sectors if you plan to.
