Considering you are a PWD Student, with 31 percentile, you have a very good chance to qualify JEE Main and be eligible for JEE Advanced.

Only the top 2,50,000 exam qualifiers will be able to take the JEE Advanced. To put it another way, a high JEE Main score qualifies you for the JEE Advanced exam. AJEE Main score of 250 or higher is regarded as good and AJEE Mains score of 85-95 percentile is ideal for getting into NITs and IITs through the exam.

IIT Kharagpur, IIT Roorkee, IIT BHU Varanasi, IIT Guwahati, IIT Gandhinagar, IIT Patna. Yes, you can admission in top 7 IITs but you have to compromise on your branch.

If he is selected for IIT prep course, then he has seat in that IIT which he can acquire next year after completing the preparatory course.

Marks in JEE Advanced do not decide the stream you choose, the rank does. Last year paper was so easy that the people who got 50 to 60% marks did not get a reasonable rank but the paper of 2016 was very hard and scoring more than 50% got students AIR under 2000. So the rank will be decided on the basis of difficulty level of the paper. Between CSE in IIT Bombay closes at around AIR 68. So if you want the best branch in the best college, better start working very hard.
