If you haven’t qualified JEE Mains, you can’t attend the counselling.

No, you can not participate in exam without clearing the cutoff.

after ranking is announced on 30 June you have the fill the joshaa form and state university form then you can appear for counselling

JEE Main marks are not enough, but with excellent performance in the board exams there is a chance.
