No, for getting Anna University, you have to be a domicile of Tamil Nadu or your parents. If you are not a domicile of Tamil Nadu, you must have done your +2 from Tamil Nadu. Tamil Nadu doesn't have any state entrance exam admission is given on the basis of +2 marks.

For Sastra University, there is no cut-off to take admission in CSE. You can take direct admission based on your 12th and JEE marks. And go through the link to check your JEE rank

Yes, you can appear for JEE Mains but check that your eligibility criteria, as if you have passed your class 12 in 2015, then you are not eligible for that, class 12 LC will be accepted in JEE counselling.

Nothing is tough for the student whose concepts are clear of each and every section of the paper and everything is tough is tough for the student who haven't studied. But, the hard section in the paper is Physics.
