The top 7 IITs for mechanical engineering are as follows-
1. Indian Institute of Technology, Delhi (IIT-D)
2. Indian Institute of Technology Bombay, Mumbai (IIT-B)
3. Indian Institute of Technology, Kharagpur IIT KGP)
4. Indian Institute of Technology, Kanpur (IIT-K)
5. Indian Institute of Technology Madras (IIT-M)
6. Indian Institute of Technology, Roorkee (IIT-R)
7. Indian Institute of Technology BHU (IIT-BHU), Varanasi
For all top IITs like Madras, kharagpur, bombay, Delhi, Kanpur, Hyderabad you are supposed to be under AIR 9000 for JEE Advanced to get any of the branches at above colleges. Hope I've cleared your doubt.

To get admission in Anna University, there is no need of any entrance exams. The admission is based on your board exam marks itself. If you wish to go for any affiliated colleges under Anna University, then you may need the entrance exam scores.
