Sorry to say but you haven't cleared JEE Mains required cutoff. So, there is no way to get the best college for IT.
You may get admission in any private college on the basis of 12th percentage.

I'd suggest against taking up engineering if you're not sure of what you want to do, because it's a rat race out there, and you'll regret it later. I'd suggest you choose between the other two.

Try for private colleges which accept 12th scores like CGC Landran, Chitkara, Bhai Gurdas, etc.

Sorry to say but it's difficult for you to get a good government college at this rank. If your rank was under 1500 ST category then you would have chances to get a government college.

No, you cannot get admission into any of the colleges through JEE counselling because you need to have at least 75% in your board exams (overall) and an aggregate in PCM should also be at least 75% and also, your score in JEE mains is also a little low to get admission in any NIT, IIIT or GFTI.

Chances are less for getting admission in ECE at Institute of Technology, Nirma University, Ahmedabad. But you can try for it and yes, of course, it will give you a very good career.

No, seats are allocated on the basis of your preference. Please put your choices on the basis of your preference (higher preference first) for desired results. If you prefer CSE then put CSE on 2nd choice and after that civil on third choice.

There are actually no particular marks. There will be a caste wise cut off marks to clear JEE exam. It varies year to year. But in JEE main your score should be at least 200 or above and in JEE Advanced your rank should be at least below 6000 to get a good NIT and IIT.
The most important is you need to have at least 75% in your board exams.

In order to join marine engineering you are advised to appear for Joint Admission Test conducted by Indian Maritimes University, Chennai.
