No, it is not possible to get any government college for B.Tech.
You should go for colleges like Gulzar Group of Institutes.
Only for Computer Science and Automation/Robotics.
But, not for civil and EEE.
For civil, you can choose COER and for ECE Chandigarh University.

It won't be a good decision to take one more drop for JEE. Its better to join a decent engineering college through your JEE Mains score. Because drop will affect you in your career in later stages if you are not able to clear JEE next time. So, in my view, you must join a engineering college this year.

If you are qualified, you can apply for NIT counselling through www.josaa.nic.in.
The same counselling is valid for all NITs, IIITs and also GFTIs.
To get the colleges other than NIT, IIIT, and GFTI, select the colleges where JEE Mains scores are accepted and just fill up your JEE roll no. and marks in the application form so that you can get admission.

Since there is negative marking, your wrong answers will be evaluated. If you have not circled the correct answer, you will be awarded -1 and for correct answer +4.
Only if you have not attended, it will not be given any marks and so it is not evaluated.

Since this exam is conducted only once a year, there are no chances to write this year again, but you can appear for the JEE mains exam the next year. Maybe if you take the exam next year with full focus then you can get IIT.

Sir, you better go for counselling of your grandson in any NITs or government colleges. If there, you are not able to get any seat, then you need not to worry. Still, your grandson can get admission in any of the good private colleges or universities.

You need not to be depressed there are many private engineering colleges and universities in which you can take direct admission through management quota and even without giving a single buck on the name of donations.

Your dreams are ok. But to achieve dreams, one needs to study dedicatedly. Something seems to be amiss. Just 24 marks out of 360? If you want to achieve your dreams then I suggest take break of one year, study with dedication and aim for scoring 300+.
With present marks, you have no chance.
