Nothing to worry even if you got 40%ile.
Many Government Colleges offer branches like Mechanical Electrical Electronics and Communication even Civil also.
If you belong near to Madhya Pradesh you can get admission in Sati Vidisha, Sagar government college, Rewa Engineering College.
If you get no allotment in first round don't get worried it will auto upgrade for those who got no allotment without fee and you will get selected in good branches.
In Rewa Engineering College you can get Civil Engineering, Electronics and Communication, Electrical, and Mechanical.
In Sagar Govt. College you can also get these.

NIT and IITs always has its cutoffs and ranks higher. As you have mentioned your AIR in JEE Mains under OBC quota is 104,000 rank. So with this rank, I am sorry to say that you will not get any NIT.
A rank of 75,000 to 1,00,000 in the JEE Main is equivalent to a percentile of 93, which may not be enough to get into top NITs like NIT Tiruchirappalli or NIT Surathkal. However, some other NITs, such as NIT Calicut or NIT Meghalaya, may accept this rank.
Nevertheless for your own reference you can check the different NITs cutoff through this link:

Yes, you have a good score for getting admission in the SASTRA University.
There are two types of streams for the admission of B.Tech programs at SASTRA University, which are:
Stream 1: The admission of the 70% of seats are based on JEE Main scores and normalized +2 marks.
Stream 2: The admission of the rest 30% of seats are based only on normalized +2 marks.
Since you have scored 95% in your +2 boards and 80% in JEE Mains, you fall under the eligibility criteria for both the streams, but the final admission would also depend on the cut-off for the specific year, which can vary.

Yes, you would get the seat in Delhi NCR based colleges : JIIT (Noida), MDI-Guragon, and Ramjas College- New Delhi. The cutoff rank for these colleges is in the range of 60,000-80,000 for EWS. These college requires JEE Main/CUET as a compulsory score to get a seat in any branch of the colleges. You can also get admission in Shivaji College from IP University with this rank.
