No, your candidature will be rejected as you need to have minimum of 75% in class 12 to be eligible for admisison to the IITs, NIT, IIITs and GFTIs via the JoSAA counselling. Even if you pass JEE Advanced and JEE Main, of you do not have 75% minimum marks in class 12 boards you will no get admissions.

No, one does not have to apply separately at IIT Madras website after JoSAA counselling. This is because the institute follows a common admission process for its BTech course just like the other IITs. Shortlisted students who get a seat through the JoSAA counselling, simply need to report for document verification and pay the acceptance fees. All the details of the students will be forwarded to IIT Madras by JoSAA directly. Information about the orientation, fee payment, and hostel allocation will be mailed online.

Admission is also possible to some Government-Funded Technical Institutes (GFTIs) and mid-ranked IIITs

For JoSAA counselling, the eligibility criterion for OBC-NCL (Other Backward Classes - Non-Creamy Layer) candidates, specifically for admission to NITs, IIITs, and GFTIs, is generally sixty-five percent in their 12th standard or being in the top twenty percentile of their respective qualifying examination board. With 3 Lacs CRL and 11k OBC-NCL rank, chances in JoSAA are low for top branches. But don't skip counseling. Try filling all NITs, IIITs, and even lower branches. Also check CSAB special rounds later. You might still get a seat if some colleges have vacant spots.
