No, it is not compulsory to write KCET for non-Karnataka students. You need to take up COMEDK exam or get in through management quota.

For this rank, only few colleges will be available. As far my knowledge, you may get Vivekananda College PUTTUR or COORG College. Go through the cutoff list from official website.

You can't get any government or any top reputed engineering college, but you may get MSRIT, Dayanand Sagar, BIT, new horizon and many more. Please go through cut off and decide.
