Most universities in India do NOT allow lateral entry into general B.Sc courses like Visual Communication after just 1 year.Lateral entry is more common in engineering/diploma to B.Tech or paramedical fields, but rare in creative arts like Visual Communication.
Rather you can get a transfer by contacting the specific college you want to take admission.

The Andhra Pradesh (AP) government provides full fee reimbursement for B.Tech lateral entry students who qualify through the ECET exam, provided they meet specific eligibility criteria. Generally, students with ranks below 10,000 in ECET and whose family income is below a certain threshold (as per government guidelines) are eligible for full fee reimbursement. However, students with ranks above 10,000 may also be eligible for partial reimbursement or a maximum amount of INR 35,000, depending on the final decision of the Andhra Pradesh government.

No, Delhi domicile is not necessary for DTU B.Tech lateral entry.
But here's what you should know:
Important Points:
DTU allows students from all over India to apply for lateral entry into B.Tech (after diploma).
Delhi students get 85% of the seats, and 15% seats are for students from outside Delhi.
So, if you are not from Delhi, you can still apply, but competition may be a bit higher for the 15% seats.
Eligibility:
You must have a 3-year Diploma in engineering
Minimum 60% marks in Diploma (some relaxation for reserved categories).
