Hello Suraj Kumar,
There is no mention of any domicile requirement for appearing in this exam. But then all examination centers are in Karnataka. It's also a fact that thousands of seats in private engineering colleges are remaining vacant & this is one way of filling these & hence condition of domicile may not be existing. Yes, it is possible to get admission there by lateral entry.
If you are not form Tamil Nadu then you actually cant apply for Anna university and other universities afillated by Anna with your marks.
You can opt for a management quota where you may have to pay according to the program and the collage you choose in Tamil Nadu.

Every year, government colleges held counselling of this means for lateral entry and from attending this you can get government college for B.Tech in civil engineering.

Only candidates who have the following credentials shall be eligible for admission to B.Arch course.
I. Qualified through the recognised aptitude test in Architecture NATA or equivalent) in 2019.
ii. Have gone through any of the following curriculum with marks as prescribed below:
(a) Secured 50% marks in physics, chemistry and mathematics and also, 50% marks in aggregate at
10+2 level examination;
Candidates may note that no direct lateral admission is allowed at any other year/stage of B.Arch course based on any qualification.
