Yes, government seats are available for DCET holders. Please specify your reservation category, because government seats are reserved for certain reservation category. Only few government seats are available for general merit. You have a good rank, so you will get in Don Bosco.

You should be able to get Mechanical Engineering for B.Tech. But, the DTU will decide whether you are eligible for ME or not, because AICTE has given this responsibility to Institutes themselves.
