Yes there is. Either you can give DCET exam and based on your rank you are allotted to the colleges for 2nd year engineering or you can get into engineering by management quota.

Almost every colleges give lateral entry for B.Tech. College is allotted to candidate according to candidate's rank. So, based on your rank you can get PES, Cambridge, Oxford, Presidency, east Point, Reva, Christ, Yellamma dasappa, MS Ramaiah University of Applied Science and new horizon
and also check previous year cutoff.

In which field do you want to go? If this is engineering, then it would be a bit problem, because there are no such process, but if your field is different, then there is no problem.

Basically, lateral entry is based on your percentage in the Diploma course. The importance of WBJELET score is very low.

The cutoff for 2018 has not been declared yet.
So, it would be better to check previous year cutoff. Based on your rank you will be placed in colleges. You may get this college, if you are from reserved category. Just give it a try you may get it.
