I understand the confusion. In Delhi you'll find some of the top central law universities. From NLUD DU and Jamia Millia Islamia. These are known for being affordable and prestigious. Mumbai has popular law colleges like Government Law College MNLU K.C. Law College NMIMS etc. Both options will provide you with a good education and industry exposure. You can make a choice based on which location suits you better. Besides the location you can weigh the respective colleges you're aspiring for. One advantage of the Delhi location might be its proximity to the Supreme Court or High Court.
