There are universities & universities. Some will give admission based on graduation in any subject with 45% or 50% marks. Some others require graduation in same subject. If you do not want to waste three years doing B.A. Then I suggest you should seek admission in a open university like IGNOU. You can download brochure cum application form, go through it and start process of M.A.

The basic eligibility for admission to MA Political Science has been mentioned below.
Bachelors degree in any stream preferably Arts and Humanities
Students with a graduate degree in other streams can also apply
Minimum marks required vary form 45% to 50% in graduation and may vary for different universities
The minimum pass percentage is higher for non-humanities courses
So, you are absolutely allowed to join MA after B.Tech.

But since you've put this question on Quora I'm sensing that there is a hitch.
Well, doing MA in Political Science after BTech is not something usual. But then again people switch streams everytime.
Before doing so just make sure that you are clear in the head on these questions.

Why Political Science?
How will you justify this decision to your parents? (That's important too)
What after Masters?
After everything sit down and make a list of universities you would like do to this degree from. Make sure you go to a good one.
