Yes, you can do Masters in arts from IGNOU as eligibility for MA admission is just that you have to complete your graduation from a recognized college with atleast 50% marks.
So you can apply for IGNOU distance learning for January or June session.

As of now, in my knowledge of universities around, they take you through an entrance and it should be possible for you to pursue MA in mass comm. based on the BE.

The Nomenclature might be different but both the courses are same. Human Resource Management or Human Resources! The offering University can give any of the two names.
