The eligibility  for the M.Com at  (IGNOU) is different for diffrent courses:

 For M.Com, you must have a Bachelor's degree in Commerce (B.Com) or a relevant field from a recognised university. Regarding your situation, your B.Com degree is not finished yet and have pending papers from the previous year, it is mandatory to clear your B.Com degree first.When you will clear your all papers, you will automatically becomee eligible for M.Com.

To qualify for PGT commerce, you need to hold a post-graduate degree in commerce along with a B.Ed. Having a B.Ed in Special Education does not pose an obstacle, so you are certainly eligible.

No M.Com and MFC are two different degrees which are not equivalent to each others. Both the courses focus on different points. M.com is a 2 year degree in the commerce where as MFC is a 2 year degree for the management in the finance. Both the degree can not be compared. Both degrees focus on different topics.
