An official TC with a mention of "Discontinued" on it provided by your college on account of you leaving the course after admission will hold good for all purpose. However, for a new admission to a different course, you should satisfy the minimum educational requirements. But for all the document verification process and admission requirements this TC will be valid as a proof of you dropping out. Anyways you can contact the college you wish to join and confirm the same once because there can be exceptions with some colleges.

Yes, you can opt M.Sc. In Food Technology after completing B.Sc. Home Science because its allied subject and eligible course requirement.

You should have passed a Bachelor's degree of 3 years duration under the 10+2+3 pattern from any recognized university. And have to give an entrance test conducted by CSJM University for the admission process.
