No you can not pursue the M.Tech Biotechnology course after B.Sc. Botany. The basic eligibility criteria of M.Tech Biotechnology is given below. Eligibility criteria :
1. B.Tech. In Biotechnology Biomedical engineering. B.Pharma with minimum 60% marks. Or
2. M.Sc. In Biotechnology Agriculture Genetics Molecular Biology Physiology Life Sciences (Botany Zoology Biochemistry Microbiology Medicinal Chemistry) with minimum 60% marks. GATE/NET qualified students shall be preferred.

Its very difficult to get M.Tech CSE, Because most of the colleges required B.E. /B.Tech in relevant discipline even after obtaining the high marks in GATE.

The applicability of entrance exams for M.Tech admissions is depends upon the state you belongs. Hence please write about the state you belongs. However GATE scores are widely acceptable in all major engineering colleges for M.Tech admission. So you can give the GATE exam also for M.Tech admission.
