Govt COE, Aurangabad offers ME. In fact this degree is not given by COE but University under which college operates. But why are you worried ? ME or M Tech , both are exactly similar. There is absolutely no difference between these two as far as employers are concerned. So I would advis

India is slowly becoming Biotechnology outsourcing hub. Lots of multinational companies are outsourcing Research and Development work in Biotechnology to Indian firms. Most of the jobs in Biotechnology are research-based and most bio technologists are employed in research and development departments

GATE score is valid for 3 years. GATE score is not required for seeking admission in part-time or distance learning M.Tech.

Normally, students looking for admission into M.Tech have to appear for a qualifying examination, however, there are a few colleges which offer admission into their M.Tech programs through marks obtained in their B.Sc. and school level examinations.
