Your dream and aim is good but there is a small step in between. You first have to complete your graduation. Admissions to M.Tech is done only after graduation.

Yes, you can pursue but you will have to go through the normal grind of GATE. Better prepare well if you are seriously considering M.Tech.

Some of the best colleges for M.Tech include IISC-Bangalore, IIT-Bombay, IIT-Kanpur, IIT-Kharagpur, IIT-Delhi, IIT-Guwahati, IIT-Roorkee and IIT-Patna. I would suggest you to go for IISC, Bangalore or IIT Bombay/Kharagpur/Kanpur considering your scores.
