Yes, it is possible but you should have Diploma in engineering from any recognized college or a B.Sc degree to get lateral entry admission in the 2nd year of B.Tech.

UPES is going to introduce its new branch i.e. CS in machine learning. So it will be good if you want to go for ML.
RV College is also good.
But if you want specialisation, then you should choose UPES.
