You can join through management quota. Since you are a Diploma student, you cannot get through common entrance test of their state. For more information, contact Examination Authority or the specific college you want to get into.

Marks does not matter in competitive examinations. You have to strongly focused on upcoming competitive exams like civil services, CDS and other government exams. Just start your preparation and attend the maximum number of exams. Each attended exam will help you with the next one.

You cannot join merchant navy directly after 10th. You have to complete your 12th with sufficient marks also appear for the entrance exams conducted by various institute. You have to take Science side in 12th in which maths is compulsory.

As per College website, the eligibility is-
Graduate from a recognized University with Mathematics or Statistics as one of the subjects at 10+2 level or at graduation and minimum of 50% aggregate marks for open category and 45% for reserved category.
