Any government college will be charging less than 2 lacs per annum in not only your mentioned states but in any state in the country.

The cut-off of NEET goes higher and higher every year. For general category, you need to score at least 560-600 marks to confirm your admission in a government medical college.

Yes, you can get admission directly in the 2nd year after completing your Diploma. Candidates must have passed diploma in engineering and technology and obtained at least 50 %
marks (at least 45 % marks, in case of Backward class categories and PWD candidates belonging to Maharashtra State only).
