Unfortunately, with that low CET score, there is no good college anywhere in Maharashtra wherein you can expect to get admission. The cutoff of all top colleges is 98+ percentile (for MS) and 80+ (for PGDM). I suggest you reappear for CET and/or other exams and aim for a much better score.

Both cities are educational hub. It depends on your selection and other factors. All the best.

K. J. Somaiya is one of the top college and is also a good option. BIMM/Balaji falls into B+ or B category college. Search more about colleges and do visit campus.

Some of the good institutes you can get into are MIT-SOM (by their entrance and other exams), Balaji Institute or Yashaswi Institute.

The fee is about 2 Lacs but the process of admission is closed now.

The average package is around 5.5 lacs as per their website. I would recommend you to keep other colleges as option as well.
