Yes, you can get admission over there through 15% of NEET quota provided you'll have to score good may be above 560.

Yes, You can get into some average college in Pune for engineering with your JEE score. Probably you should decide whether you are going to re-attempt your JEE exam or you are going to join some random colleges in Pune.

You may get admission in medical College with 309 score but it's not possible to get admission in any government college with such a low score. And though in a private college also there are many other factors also which are taken in consideration by the college's other than the score.

However with 71% you have fair chance in getting seats in B pharma college if you are from OBCor SC/ST in first two rounds. If you are from general chances are much less. However cutoff varies from year to year and also on several factors. But I would recommend you to sit for counselling positively.
