It's good to have an aim. Marine engineering is a good option. Being branch of engineering, you need to clear entrance exams of your state or JEE Mains for centrally funded institutes. You appear to have time so start in right earnest to achieve your dream.

Mechanical engineering graduates after completion of B.Tech can undergo 1-year duration Graduate Marine Engineering (GME) course to enter into merchant navy as marine engineer. This course is offered by lot of institutes approved by the Directorate General of Shipping.

Both, ECE and marine engineering are good career option in the field of engineering with good scope and opportunities. Marine engineering is a sector specific branch of engineering with better salaries, but challenges in work life balancing. It is a stressful profession and you may join this profession, if you are sure about your interests and preferences.
ECE engineers are preferred in electronics, electrical, telecommunication, instrumentation, IT and ITES industries. Thus, it have wider career choices.

Hello,
There is no national level accreditation agency in India & hence you need to go to different site &find for yourself which college suits you best depending it's location and fee structure, etc.
