Hello Pradeep,
Admissions to engineering colleges in Tamil Nadu are primarily reserved for those having "nativity". However I am sure if seats remain vacant then Management's of the private colleges will force government to allow admissions to out of state students also. You would require following things to get admission in Harvard:
1) Good GRE and TOEFL score
2) Excellent Academics
3) Statement of Purpose and Letter of Recommendation
4) Defined funding source

Hi Sadha, there are need-based scholarships from MIT, MIT is just few of the US universities to offer need-based scholarships to its students. They do not offer merit based funds. For students with family incomes under $90,000 a year, a full scholarship aid is possible from MIT.
